3. CROOKSTON FORUM - Individuals may address the Council about any item not contained on the regular agenda. Maximum of 15 minutes is allotted for the Forum. If the full 15 minutes are not needed for the Forum, the City Council will continue with the agenda. The City Council will take no official action on items discussed at the Forum, with the exception of referral to staff or Commission for future report.

4 PRESENTATIONS AND PUBLIC INFORMATION ANNOUNCEMENTS

5. APPROVE AGENDA – Councilmembers may add items to the agenda including items contained in the Council Information Memorandum for discussion purposes or staff direction only. The Council will not normally take official action on items added to the agenda.

6. CONSENT AGENDA – These items are considered to be routine and will be enacted by one motion. There will be no separate discussion of these items unless a Council member or citizen so requests, in which event the item will be removed from the Consent Agenda and placed elsewhere on the agenda.

6.01 Approve proposed City Council Minutes of July 8, 2008.
6.02 Approve City of Crookston bills and disbursements in the amount of $374,407.90. Ck Nos. 34840 through 34955.
6.03 Approve amending Resolution No. 24556 fee schedule, by adding Fireworks-Business License application and Fireworks-Pyrotechnic Permit application.
6.04 Approve polling places and appoint election judges for the September 9th primary election and the November 4th general election.
6.05 Approve amending resolution No. 24865 to set public hearing to consider tax abatement of City property tax on parcels qualifying for the Titan Machinery project.
6.06 Approve Change Order No. 1 with Anderson Brothers Construction Company for an increase to the 2008 Street Improvements in the amount of $1,642.96.
6.07 Approve partial pay estimate No. 1 on the 2008 Street Improvements to Anderson Brothers Construction in the amount of $173,743.79.
6.08 Approve purchase of GPS/GIS Mapper for use on Crookston’s Flood Control Project not to exceed $12,251.32.
6.09 Approve Gas Fitters License for CL Linfoot Co., Grand Forks, ND.

8.01 Second reading and final passage of an Ordinance amending Chapter 36 entitled “City Policy” by adding a section providing for Administrative Offenses and Penalties
8.02 Second reading and final passage of an Ordinance amending Section 152.174 by adding a provision relating to parking in the central business district (C-1).
8.03 Approve amending resolution No. 24854 Calling for a public hearing for special Service District Flood Fee.
